The scenario

A municipality operating fourteen parking zones across curbside and off-street facilities, with revenue collected through a mix of pay stations and a legacy permit system that did not share data with enforcement.

Phasing

  1. Phase 1 — Parking Management deployed across off-street facilities, replacing the permit system and unifying the tariff model.
  2. Phase 2 — ANPR at facility entries and exits, moving permit holders to ticketless operation.
  3. Phase 3 — Parking Enforcement extended to curbside zones, with evidence packs feeding the municipality's existing notice process.

What made the phasing work

Because each phase deployed onto the same platform, phase two inherited the facility and tariff model from phase one rather than duplicating it, and phase three inherited both.

Delivery

Design, installation, commissioning and first-line support delivered by a certified local integrator; CityIntegrator supplied the software, training and second-line support.
